Bio of Dennis Mills, SAO International Consulting, LLC:

Dennis is a seasoned International/Oceanic pilot with over 53 years of experience. The FAA recently honored him with the Wright Brothers Master Pilot Award for his contributions to aviation safety for more than 53 years of contributing to international aviation safety. He retired from FAA Headquarters as an International Oceanic Safety Inspector after serving for 14 years. During that time, he was responsible for developing many Aviation Safety Policies, conducting international validation flights, conducting tabletop testing, and reviewing and recommending approvals for OAPS applications.

Before his tenure at the FAA, Dennis worked as an International Captain for United Airlines for 15 years, flying worldwide on wide-body transport aircraft. Before that, he was a Navy pilot who flew DC-9s (C-9s) globally. His responsibilities in the Navy included being the Navy’s C-9 Chief pilot and overseeing 20 aircraft and more than 120 pilots for standardization and overall safety.

Currently, Dennis serves as the President of SAO International Consulting LLC. He collaborates with several NBAA operators and training providers to review IOMs and training curricula and ensure compliance with FAA directives. More recently, he has been actively involved with the NBAA IOC committee, assisting with planning, and serving as a guest speaker. Additionally, he participates in the NBAA reviewing and providing comments on proposed FAA documents.

In addition to his various roles, Dennis specializes in personalized oceanic and international training for operators with low-time oceanic experience and in those interested in detailed training. He assists Operators in preparing for tabletop and validation testing for LOA/OpsSpec documents, including A056, B036, B039, and B046.

 

Fees associated with SAO International Consulting:

  • $1200 - International/Oceanic individual training to include 8-9 hours (normally) in classroom and Aircraft. Each named pilot will get a completion certificate from SAO International Consulting, LLC for possible insurance purposes. 

  • $150 per hour is minimum for all Special Areas of Operation (SAOs) with out the NAT HLA.  Minimum is 6 hours for all other concerned areas.

  • $500 per day travel to and from Daytona Beach (will travel by car if possible). Some operators opt to go to Dayton on an extended layover and conduct the training with Dennis in the FBO.

  • Per diem will be per U.S. Government per diem schedule

  • Mileage to and from

Another option offered is to conduct the training virtually by Teams. However, Dennis finds it is not as effective as his in-person training.
